Update to our Oct. 29 forecast story: Baja California has opened temporary shelters across the state ahead of the weekend’s rain, Gov. Marina del Pilar Ávila Olmeda said in a video, Zeta reported Thursday. Tijuana has two: the Unidad Deportiva Reforma, at Calle Segunda Sur 701 in colonia Del Río, and the state DIF’s Albergue Mariano Matamoros, on calle Aurora Austral in colonia Bugambilias.
Citing Mexico’s national weather service, the governor said the most intense rain is expected statewide on Saturday, Oct. 31, continuing into early Sunday, with thunderstorms, possible hail, strong gusts and a drop in temperature, Zeta reported. She asked people to take precautions and avoid crossing streams and flooded areas. The city of Tijuana is on a rain pre-alert, Zeta reported from the municipal Halloween briefing.
What the state expects this winter
At a regular session of the State Civil Protection Council, the state’s civil protection coordinator, Ignacio Lozoya Morales, said Baja California expects 56 cold fronts in the 2026–2027 winter and rainy season, and a probability of a “very strong” El Niño, San Diego Red reported. Officials reviewed risk zones with special attention to areas prone to mudslides, runoff and flooding, and said the state’s contingency plan includes command centers, early warnings, temporary shelters, preventive evacuations and suspending activities when needed. “We must not downplay any rain or storm,” said Juan José Pon Méndez, the state’s secretary general of government, who chaired the session.
