Halloween on Revolución: closures from 4 p.m. Saturday, transit ends by 10 p.m., and a plea to skip masks

Tijuana expects 25,000 to 30,000 people on Avenida Revolución on Halloween, Saturday, Oct. 31, starting around 3 p.m., the city’s public safety secretary, José Alejandro Avilés Amezcua, said Thursday, according to Zeta. The city will put 189 municipal police and traffic officers on the street, plus 24 staff from its mobility office, with patrols in 90 neighborhoods. The citywide operation runs from 4 p.m. to 2 a.m., and on Revolución until 4 a.m., Zeta reported.

Staggered street closures start at 4 p.m. on Revolución and the parallel avenues Constitución and Madero, and Revolución will be for pedestrians only, San Diego Red reported, with Coahuila and nearby streets as alternate routes. El Imparcial said the operation’s core runs along Revolución from Calle Primera to Calle Novena and also covers the border crossings, Bulevar Agua Caliente, other main roads and shopping plazas, with breathalyzer checks, and that it goes ahead even if it rains.

Masks and costumes

Costumes aren’t banned. The city asked adults to avoid masks where possible and said arrests will be for antisocial behavior, such as carrying weapons or knives, threatening or insulting people, or drinking in the street, Zeta reported. According to El Imparcial, adults in costume or masks who start fights, drink in public or put others at risk can be taken before a municipal judge and held for up to 36 hours.

Transit and rain

IMOS, the state agency that oversees public transport, said service will be reduced gradually from 7 p.m. and will run until 10 p.m. for Halloween, to protect drivers and riders, San Diego Red reported. The city is on a rain pre-alert, Zeta and San Diego Red reported, and state civil protection forecasts showers, locally heavy, Saturday afternoon and night (our forecast story). Fire stations will stay open as safe places where anyone in danger can wait for police, Tijuana en Línea and San Diego Red reported.

What it means if you’re visiting

  • Plan to walk the last blocks to Revolución; car access is cut from 4 p.m.
  • If you’re counting on public transport, head home before 10 p.m. or plan on a taxi or ride-hailing app.
  • Leave the mask at home, and don’t drink on the street.
  • Bring a rain layer for Saturday evening.
  • At 9 p.m., the Orquesta de Baja California plays a free Halloween concert at the arch: details.
