Tijuana Eventos’ festival guide lists it among the free events.

The guide notes that some festival shows require registration or seat people until the room is full, so arrive early and check CEART’s social media that week. CEART is on the Vía Rápida Oriente, behind Parque Morelos; see our CEART Tijuana profile for the rest of its October program.
