Got an old Tijuana traffic ticket? The city is taking 50% off fines and surcharges through Dec. 29

The City of Tijuana is taking 50% off unpaid municipal fines and the surcharges that build up on them, including tickets under the city’s traffic code, the Reglamento de Tránsito y Control Vehicular, through Tuesday, Dec. 29, 2026, according to the city’s announcement as reported Sunday by San Diego Red and Punto Norte.

The discount covers fines and surcharges for violations committed before Sept. 14, 2026, and applies only if the whole outstanding balance is paid and the other requirements of the city decree are met. Fines for parking in front of ramps or entrances for people with disabilities, or in spaces reserved for them, are not included.

María Estela Rivera Ramírez, the city’s finance secretary, said the city council, the Cabildo, broadened the decree so more people can take advantage of it. Paying what we owe “es una responsabilidad ciudadana” (is a civic duty), she said, according to Punto Norte, and she asked taxpayers to have their paperwork in order.

Where to pay

  • At the collection windows in the Palacio Municipal, Monday to Friday, 8 a.m. to 4 p.m.
  • At the city’s district offices (delegaciones), Monday to Friday, 8 a.m. to 3 p.m.
  • Online: the city says the process can also be done through its official website.

If you drive in Tijuana

If you have an older municipal ticket, this halves what you owe until Dec. 29. The announcements don’t list fine amounts or explain how to look up a ticket online, so ask at a collection window if you’re not sure what’s on record. Violations on or after Sept. 14 are not covered.
