The process will be managed by the Special Commission for the Development of the Concession of the Feria de las Californias. Should the commission decide “intervention as a precautionary measure,” the Tijuana Municipal Government Secretariat, led by Arnulfo Guerrero León, will be empowered to organize the annual festivities celebrating Mexico’s Independence Day. Councilor Arturo Aguirre emphasized that this empowerment allows the Secretariat to conduct the national day celebration through its own efforts or through third parties.

The councilor also mentioned that the organization owes significant amounts to the Sistema Municipal de Parques Temáticos de Tijuana (Simpatt) related to the use of the palenque and the parking facilities. Although the association was notified multiple times to meet the operational requirements, compliance was not achieved.

In 2018, the concession was extended for ten more years to continue attracting the public. However, issues concerning safety protocols and financial obligations have led to the initiation of the revocation process.
