On Wednesday, September 18, the new Therapeutic Community for Rehabilitation and Social Reintegration of Addicted Adolescents (COTRRSA) opened its doors in Tijuana. Located on El Cortez Avenue in the Camino Verde neighborhood, this center will offer free, specialized care and treatment for young individuals fighting addictions.

“The care will initially be outpatient. We will hold discussions and refer young individuals as needed. We’re not yet equipped for them to stay overnight due to required legal regulations for minors and budget constraints. However, the center is now operational,” stated Mayor Montserrat Caballero Ramírez. She added that the construction cost over 25 million pesos.

While the center is designed to accommodate 30 minors, additional funding is needed for staffing and the necessary furnishings such as kitchen utensils, dining furniture, beds, and bunk beds.

The facility, built on two levels, features several amenities. The ground floor includes a reception area, staff meeting room, administrative offices, coordination office, individual and family therapy rooms, medical and nursing areas, group psychotherapy rooms, a library, a computer room, restrooms for staff and visitors, storage rooms, an electrical room, parking, exterior stairs, an elevator, and a vehicle access ramp.

The upper floor houses a kitchen, dining area, food storage, exterior social areas, a greenhouse area, laundry area, restrooms, showers, three workshop areas (bakery, tortilla making, and gym), interior stairs, storage rooms, and two dormitories for 15 individuals each. However, due to budgetary and regulatory issues, the center will provide outpatient services only in its initial phase.

Statistics from the Municipal Institute Against Addictions reveal that between 2021 and 2024, 338 adolescents were treated for active substance use, including alcohol, marijuana, tobacco, and other drugs. With the opening of this new facility, it is anticipated that the number of young people receiving help will increase significantly.

Currently, COTRRSA for Adolescents operates from 10:00 AM to 12:00 PM on Tuesdays and Fridays.
