Arnulfo Guerrero León, the secretary of the city government, announced that the branches on Avenida 20 de Noviembre and in the Libertad neighborhood were closed due to various regulatory deficiencies. The closures were primarily due to unvalidated documents such as operating licenses, advertisement licenses, functional permits, land-use approvals, contracts for hazardous waste collection, permits for hydrocarbon transportation, sewage excavation permits, impact assessments, emergency response plans, and fire department permissions.
In addition to the closures, five other establishments have been fined for operating without proper permits, although specific details about the locations or companies involved were not disclosed. Estimates suggest these fines could be as high as 500,000 pesos or more.
José Luis Jiménez, director of Municipal Civil Protection, shared that on February 12, a gas leak in Avenida Brasil prompted the evacuation of approximately 50 individuals from 15 nearby businesses, and 320 school children were temporarily relocated for safety. This incident followed another leak on February 10 in the same area. So far in 2025, five gas leaks have been reported in the Madero neighborhood alone, adding to the 20 reported in 2024 across various locations in Tijuana, including Palmas and Lomas de Agua Caliente.
