### Transition Ceremony for the Federal Government to Take Place at SEGOB

The official handover ceremony of the Federal Government will be held from 11:00 PM on September 30, 2024, at the Salón Revolución in the Secretariat of the Interior (SEGOB) located in Colonia Juárez, Cuauhtémoc, Mexico City. This event will be broadcast live.

The ceremony will include the current head of SEGOB, Luisa María Alcalde Luján, and her successor, Rosa Icela Rodríguez Velázquez. Also expected to attend are Omar Hamid García Harfuch, the future head of the Secretariat of Public Security and Citizen Protection (SSPC), and the outgoing and incoming Chief Legal Counsels, María Estela Ríos González and Ernestina Godoy Ramos, respectively.

Back in December 2018, the then-head of SEGOB, Olga María Sánchez Cordero Dávila, officially received the Federal Public Administration on behalf of President Andrés Manuel López Obrador, from Alfonso Navarrete Prida, who served under President Enrique Peña Nieto.

On August 21, 2024, López Obrador published an agreement in the Official Journal of the Federation (DOF) establishing the guidelines for the transition of the Federal Public Administration for the period from 2024 to 2030. This agreement required the formation of a Coordination Committee for the transition, comprised of both outgoing and incoming officials, within five days of its release.

The officials involved must provide preliminary reports on human, financial, material, and IT resources, audits, transparency measures, ongoing projects, significant legal disputes, current contracts, urgent matters, and other pertinent information.

Unlike in 2018, when López Obrador had a transition fund of 150 million pesos, he clarified in the agreement that no additional or special funds would be allocated for the 2024 transition. Expenditures related to the transition must be covered by existing budgets of the various federal institutions. Consequently, there would be no increase in their budgets, nor would additional funds be approved for the current or subsequent fiscal years.

The presidential agreement stipulated that federal officials must provide any requested information and documentation, and cooperate with the coordination committees as required.

“Those involved in the transition process must comply with the applicable regulations regarding transparency, public information access, data protection, administrative responsibility, and accountability,” López Obrador’s agreement stated.
