According to Laureano Carrillo Rodríguez, Baja California’s Secretary of Citizen Security, the first complaint was lodged with the State Attorney General’s Office while the second went to the security department’s Internal Control Body.
Carrillo Rodríguez mentioned, “We are currently investigating two formal cases that have been brought to our attention. The matter is being taken seriously.” He also noted that while there are allegations on social media, no additional formal reports have been submitted so far.

The Secretary also clarified the status of the involved officers, saying they have been reassigned primarily for precautionary reasons as the investigation unfolds. “We haven’t found evidence tying them to the allegations, but they’ve been moved to ensure a fair investigation,” he stated.
Since early March, state police have taken over the responsibilities of providing security in Rosarito, filling the gap left by 264 municipal officers who are currently undergoing rigorous vetting processes. These include psychological, medical, and toxicology tests, along with checks on their social backgrounds and polygraph exams. Even their firearms are under inspection.
