Morena BC Decision on Mayor

Morena BC awaits decision on Montserrat Caballero’s potential expulsion. Internal proceedings complex as Tijuana mayor expressed disappointment over party tensions and calls for broader investigations.

## Morena BC Awaits Decision on Potential Expulsion of Montserrat Caballero

The internal proceedings against Montserrat Caballero Ramírez, the current mayor of Tijuana, which might lead to her expulsion from the National Regeneration Movement (Morena) party, are currently in their intermediate stage. This information was confirmed by Catalino Zavala Márquez, the party’s leader in Baja California.

Zavala Márquez stated, “We do not have access to the case file; only the commission and the interested party are privy to it. We will be informed once the process reaches a conclusion. We must wait for the commission to resolve the issue; the case is not closed yet.”

On Monday, Caballero Ramírez indicated that the instruction phase of the process was concluding and reiterated that the evidence against her had not yet been presented to her or her attorney. “Regardless of the outcome, I will always be an Obrador supporter. It’s curious because there is a perception among the public that the local party is against me. But why would they fear me if I’m about to leave?” she commented.

Caballero Ramírez was accused by a local Morena member after an audio recording was presented, allegedly containing a conversation between the mayor and Maricarmen Flores, a former candidate from the National Action Party (PAN) for the municipal presidency.

During her weekly morning press conference on social media, Caballero Ramírez said, “It’s disheartening to hear that Morena is against me. However, we’re doing well.”

She also urged for the investigation of alleged crimes committed by some Morena members currently working in the local prosecutor’s office. “I hope they also investigate the cases of violations by some Morena members in the prosecutor’s office, who have been accused of assault and rape, instead of focusing solely on an audio recording, which could have been generated using artificial intelligence,” she concluded.

### Mayor’s Claims on Party Tensions

On Monday, Montserrat Caballero, Tijuana’s mayor, claimed that the political party Morena’s local chapter is conspiring against her. Speaking during her regular social media conference, she emphasized that the citizens perceive an institutional bias. Nonetheless, she remains optimistic about her tenure and the city administration’s progress despite these alleged adversities.

### Coordination Issues with Governor Ávila Olmeda

Caballero Ramírez’s administration has been marked by a lack of coordination with Baja California’s governor, Marina del Pilar Ávila Olmeda. This tension has occasionally surfaced publicly, highlighting the fractured inner workings of regional governance.

### Delays and Infrastructure Challenges

Further compounding the situation, conflicts within Tijuana’s city council have led to delays in presenting municipal reports and initiatives. The administration has faced other obstacles such as inadequate road signage, traffic light synchronization issues, and poor public lighting, all affecting city mobility.

### Labor Protests and Economic Import Concerns

There have also been labor protests within the city’s Rehabilitation Center over stagnant wages, with some workers demonstrating under protest due to a decade-long lack of salary increases. Economically, there are concerns about the potential increase in product costs by up to 15% if importation decrees are not renewed.

### Progress in Digitalization Projects

On a more positive note, efforts are underway to advance the digitalization of Tijuana’s archives. These projects, conducted in collaboration with San Diego State University and the University of Houston, reflect ongoing commitments to modernize and streamline city administration.
