On September 17, 2024, Carlos Gastón Torres Rosas, head of the Coordination General of Development Programs, announced that Manuela del Carmen Obrador Narváez, cousin of President Andrés Manuel López Obrador, will assume the role of state delegate in Chiapas. Obrador Narváez served as a federal deputy representing MORENA in San Lázaro from September 1, 2018, until August 31, 2024. Born on June 12, 1971, in Palenque, Chiapas, Manuela del Carmen Obrador Narváez, 53, holds a degree in Economics. She is the daughter of Roberto Obrador González, brother to Manuela Obrador González, the mother of the current president of Mexico.

Her career includes various roles: from 1994 to 1995, she worked at the Electoral State Council of Chiapas in Tenejapa as a district computing officer and electoral trainer. From 2000 to 2003, she managed administrative affairs at the Trust Fund Program 95 of the Agrarian Attorney’s Office. Between 2004 and 2012, she was head of the Payment Office of Chiapas’s Public Education Department. From 2012 to 2014, she served as Director of Finance for the municipality of Palenque. Since 2014, she has been an active member of MORENA, holding positions such as national counselor, district liaison, and federal deputy candidate in the 2015 federal elections.

In 2018, she was elected as federal deputy by District 1 of Chiapas, securing 70.93% of the votes in the June 7, 2021 elections and returning to serve for a second term.

Claudia Sheinbaum Pardo, the anticipated President-elect, designated Carlos Gastón Torres Rosas as the Technical Secretary of the Presidency’s expanded cabinet on August 1, 2024. He previously served in this role under President Andrés Manuel López Obrador.

Torres Rosas has overseen state and regional delegates and the Federal Government’s Nation’s Servers as head of the Coordination General of Development Programs.

Carlos Gastón Torres Rosas, 37, from Durango, has a Bachelor’s degree in Business Administration from the University of Bath, England, obtained on June 17, 2009. Before his public service career, he managed projects and product sales at Fairlife, LLC., owned by Coca-Cola.

Journalist Mario Maldonado Padilla reported that Torres Rosas, a close friend of Andrés Manuel López Beltrán (one of the President’s sons), joined the Federal Government on January 25, 2019, and was later named Technical Secretary for the Economic Growth Cabinet of the Presidential Office under Alfonso Romo Garza.

According to the Transparent Payroll platform, part of the Public Function Secretariat (SFP), Torres Rosas earned a gross monthly salary of 181,276 pesos, with an estimated net of 125,986.82 pesos.

On June 25, 2021, President López Obrador announced Torres Rosas would replace Gabriel García Hernández as head of the Coordination General of Development Programs.
