### Burgueño Addresses His Detractors During Swearing-In Ceremony in Tijuana

Ismael Burgueño Ruiz officially took office as the new mayor of Tijuana on September 30, 2024. In his inauguration speech, he addressed those who he claimed had defamed him during the election process. Speaking at the Central Patio of the Municipal Palace, Burgueño emphasized that politics should be about building up the community rather than spreading slander.

“There were many circumstances that led us here. In politics, despite our best efforts, there are always those who believe politics is about defamation and slander. But that’s not politics. Politics is about building, it’s about love, and it’s about making others happy. For those who engaged in defamation during the campaign, let this be a lesson; campaigns aren’t won through slander,” said Burgueño Ruiz.

Throughout the 2023-2024 election cycle, Burgueño accused the previous administration of launching a smear campaign against him. He urged those responsible to learn from the experience.

The swearing-in ceremony was attended by significant state and local officials, including Governor Marina del Pilar Ávila Olmeda, outgoing mayor Montserrat Caballero Ramírez, and the President of the Superior Court of Justice, Alejandro Isaac Fragoso López.

Burgueño, who won the mayor’s seat under the coalition of Morena-PVEM-FXM, greeted and thanked the outgoing mayor for her presence. During the ceremony, attending dignitaries included members of the federal, state, and municipal governments, as well as various deputies.

After taking his oath, the newly-appointed Secretary of Government, Arnulfo Guerrero León, was confirmed by a unanimous vote of the council members, both from the ruling party and the opposition. However, the appointment of the new Secretary of Security is still pending and will require a vote by the council.

In response to questions, Burgueño expressed his ongoing support for Lieutenant Colonel Julián Leyzaola for the role of Secretary of Security, citing his suitability and the general consensus among council members.

Burgueño’s journey to the mayoral office was not without controversy. He was initially accused of being a “delinquent debtor,” which opponents claimed disqualified him from running. However, this was overturned by the Guadalajara Regional Chamber of the Federal Electoral Tribunal, allowing him to participate in the election, as he had fulfilled his obligations by the time of his candidacy registration.

Previously, Burgueño held positions such as state delegate for the Ministry of Foreign Affairs in Tijuana and State Coordinator for the Defense of the Vote during the 2018 elections.

Burgueño Ruiz’s administration will lead Tijuana with the motto “Responsibility for All”.
