**Baja California Governor Launches Initiatives with Mayors to Transform Socially Vulnerable Areas**

On February 19, 2025, the Governor of Baja California, Marina del Pilar Ávila Olmeda, alongside mayors from the seven municipalities, initiated the “Corazones: Transformation That Can Be Seen, Future That Can Be Felt” program. This initiative aims to address and improve socially disadvantaged areas within the region.

Governor Ávila emphasized the program’s objective: “This initiative is about intervening in areas with significant social challenges across Baja California. Transformation should not only be talked about; it needs to be experienced and lived. With this program, we intend to reach every corner of the state to enhance the quality of life for those most in need.”

Baja California reportedly ranks as the second state with the lowest poverty levels in the country. Between 2020 and 2022, poverty reportedly decreased from 22.5% to 13.4% of the population, with a notable reduction in extreme poverty as well.

However, Governor Ávila stressed that these figures further motivate the government to intensify their efforts. “There are still families facing deprivation. Hence, we have created the ‘Corazones’ program to target 53 regions within Baja California, dividing them into 135 priority zones in this initial phase across the seven municipalities.”

The priority areas were identified through a house-to-house survey conducted since July 2024. The program will focus on improving roadway infrastructure, water supply systems, and educational facilities with considerable investments planned. For instance, Tijuana’s Altiplano and Planicie areas will see investments of approximately 14.40 million pesos, an amount also allocated to other regions like Mexicali and Tecate.

Moreover, the installation of water and sewage systems in 21 high-priority zones will benefit around 132,000 residents, with an investment of 402.5 million pesos planned. Upgrades to school infrastructures will address major deficiencies in 29 schools, including constructing classrooms and improving general facilities.

Additionally, the program aims to rehabilitate 12 recreational spaces in communities with significant needs, such as Mexicali, Ensenada, and San Quintín.
