Javier Espinoza, Commissioner of Cinematography in Baja California, and Luis García, Executive Director of the Mexican Association of Filmmakers, discussed the importance of the Industry Cinematographic and Audiovisual Certification (ICA). The certification, which has an application deadline of September 20, encourages foreign investment and standardizes production processes.

“The certification serves as a continuous improvement tool, helping companies understand their current state and identify areas for growth. While production houses often focus on artistic criteria, there’s a need to professionalize industrial and economic standards. This comprehensive diagnosis aims to foster a healthier industry focused on growth,” García explained.

Out of 60 registered production houses, selected ones will receive a quality seal endorsed by the Mexican Association of Filmmakers (AMFI), the National Chamber of the Cinematographic Industry (CANACINE), and the Motion Pictures Association of Mexico (MPA).

“To qualify, companies must meet three pillars: legality, operation, and quality. These are evaluated through 52 criteria: 22 legal, 10 quality, and 20 operational. The process is public, and the goal is to certify as many companies as possible to build trust, attract more investment to the state, and serve as an effective sales tool,” described Espinoza.
