**AMLO’s Cousin, New Federal Welfare Delegate in Chiapas**

On September 17, 2024, Carlos Gastón Torres Rosas, head of the General Coordination of Development Programs, announced that Manuela del Carmen Obrador Narváez, cousin to President Andrés Manuel López Obrador, will assume the role of federal welfare delegate in Chiapas. From this position, she will be overseeing the Servants of the Nation under the Federal Government.

Obrador Narváez previously served as a federal deputy for the Morena legislative group in San Lázaro from September 1, 2018, to August 31, 2024, elected for two consecutive terms by the District 1 of Chiapas, as part of the “Juntos Haremos Historia” coalition, which includes Morena, the Green Party (PVEM), and the Labor Party (PT).

“Starting today, our colleague Manuela Obrador assumes the role of delegate for @apoyosbienestar in Chiapas. Her work will be indispensable in strengthening social policy in this state, where poverty has significantly reduced. We wish her much success in this new role,” wrote Torres Rosas on social media platform X, accompanied by a photo with her.

President López Obrador previously expressed, on November 24, 2023, that he would not support the political aspirations of his brother, José Ramiro López Obrador – also known as “Pepín” – and his cousin Obrador Narváez, in their pursuit of a Senate seat. During a press conference in Oaxaca, he stated, “I do not support, and I have an agreement with my close family that while I am active in politics, none of them can hold office.”

Manuela del Carmen Obrador Narváez, 53, born on June 12, 1971, in Palenque, Chiapas, holds a degree in Economics. She has a history of positions in various state and federal roles, including her work with the Electoral State Council of Chiapas, the Agrarian Attorney’s Trust Fund, and as the head of payments in the State Public Education Secretariat. She has been a member of Morena since 2014 and served in several capacities before being elected as a federal deputy in 2018 and 2021.

On August 1, 2024, Claudia Sheinbaum Pardo, the virtual president-elect of Mexico, appointed Carlos Gastón Torres Rosas as the technical secretary of the expanded cabinet of the Presidency. Torres Rosas previously served during Andrés Manuel López Obrador’s administration as the head of the General Coordination of Development Programs, overseeing state and regional delegates and the Servants of the Nation.

Sheinbaum emphasized Torres Rosas’ experience and capacity, noting his importance in continuing the country’s transformation and social programs. “Carlos Torres will remain within the Presidency, unifying different areas to continue serving the people,” expressed the future president during a press conference in Iztapalapa.

Acknowledging the appointment, Torres Rosas stated on social media platform X, “I appreciate the president-elect, Dr. @Claudiashein, for inviting me to be part of her team. I will continue to work with energy and commitment to consolidate Mexico’s transformation.”

Carlos Gastón Torres Rosas, 37, originally from Durango, holds a degree in Business Administration from the University of Bath, England. Before entering public service, he worked as an administrator for Fairlife, LLC, a subsidiary of Coca Cola, managing projects and marketing products. Known for his close association with Andrés Manuel López Beltrán, the son of current President López Obrador, Torres Rosas has been a federal employee since January 25, 2019. He held the position of technical secretary for economic growth under Alfonso Romo and earned a gross monthly salary of 181,276 pesos.

In June 2021, President López Obrador announced that Torres Rosas would replace Gabriel García Hernández as the head of the General Coordination of Development Programs.
