**Resignation of Bujanda Does Not Affect Transition: Ismael Burgueño**
On August 14, 2024, Tijuana’s Mayor-elect, Ismael Burgueño Ruiz, assured that the resignation of Miguel Ángel Bujanda from the Government Secretariat will not impact the transition between the current administration of Montserrat Caballero Ramírez and his incoming team.
Burgueño Ruiz stated, “The transition is a purely technical process involving the handover and reception of information. It doesn’t affect anything at all. The flow of information is good, and we are being well-received. We will wait for the right time to provide more specific details.”
After attending the installation of the State Organizing Committee for the 2025 Mexican Tourism Fair, Burgueño Ruiz declined to comment on the reasons behind Bujanda’s resignation, which were allegedly linked to a banner attributed to the Jalisco New Generation Cartel (CJNG) found with the decapitated body of a man in a stolen vehicle on August 10.
“I cannot comment on what is happening. I am very respectful of these types of situations. It is a matter for the investigating authorities to clarify. I will reserve my comments,” reiterated Burgueño Ruiz.
He also mentioned that his team is working on a governmental restructuring to save costs, although he did not specify in which areas changes would be made. Burgueño Ruiz expects to present his complete cabinet in the second week of September, noting that he is still evaluating profiles.
Regarding whether he will have autonomy in nominating secretaries in relation to Governor Marina del Pilar Ávila Olmeda, Burgueño Ruiz affirmed, “Our Governor has always been very respectful. We have total autonomy in decision-making,” adding that none of the current senior officials will retain their positions.
When asked about receiving a list of potential candidates for the head of the Secretariat of Territorial, Urban, and Environmental Development (SDTUA) from the College of Civil Engineers, Burgueño Ruiz said, “I don’t have that information, but all proposals will be evaluated.”
