### Teachers’ Caravan in Tijuana Protests Overdue Payments to Substitute Educators
**Tijuana, August 20, 2024** – A cluster of teachers organized a caravan starting from Parque Morelos, making their way to the toll booth on the Tijuana-Tecate highway. Their mission: to protest against the unpaid wages owed to substitute teachers.
Commencing at around 9 a.m., the teachers planned to stay at the toll booth until 3 p.m. Marco Antonio Pacheco, the coordinator of the Teachers Resistance Movement, which is part of Mexico’s National Coordinator of Education Workers (CNTE), stated that the group intended to occupy the toll booth to allow motorists to pass without paying the toll fees.
“This is the costliest toll booth in Mexico, and we will be allowing free passage for motorists to protest the unpaid wages promised by the governor and the government since 2021,” Pacheco remarked.
Additionally, the protestors are aligning their cause with the demand for an 11% salary increase for state teachers, a raise that has also not been realized.
Among the affected educators, around 3,000 substitute teachers in the state have reportedly not received payment for their teaching hours. Jesus Moreno, a teacher whose salary has been overdue since October 2023, participated in the caravan to raise public awareness about the issue. “It’s challenging for teachers to start a new school year without resolving the pay from the previous cycle,” he expressed.
Moreover, educational authorities have continuously assured the teachers of securing an extraordinary fund, but such promises have yet to materialize.

In a related occurrence, educators have warned that the start of the upcoming school year could be delayed due to the outstanding wage payments. Hundreds of parents have voiced concerns about potential postponements. Affected teachers argue that they cannot embark on new teaching duties until they receive the payments owed for past services.
The local education department has recognized the financial issues at hand but has not provided a definitive timeline for resolving the outstanding pay. This persisting delay in wage disbursement has led to increased dissatisfaction and protests, with educators growing more vocal about their rights and the government’s unmet promises.
