“Being a representative of the Sindicatura, it is not always possible to adjust to the agenda when an extraordinary session is called with just 24 hours’ notice. For instance, this past Monday, we were invited on a Sunday. Such short notice disrupts pre-planned agendas, affecting not just the officials but the citizens they serve,” he commented.

Leyva Pérez also noted the potential for absentee councilors to be replaced if they do not provide valid justifications for their absences. “If the absentee councilors do not justify their absences and continue missing sessions, after three consecutive absences, it might be requested that the alternate take their place,” he concluded.
