### Official Opening of a Free Rehabilitation Center for Adolescents in Tijuana

After an eight-month delay and still lacking complete equipment and sufficient staff, the Community Therapeutic Rehabilitation and Social Reintegration Center for Addicted Adolescents (COTRRSA) in Tijuana has officially opened its doors. This center, dedicated to offering free treatment for young individuals struggling with addictions, was constructed by the company Construcción Ecológica y Medio Ambiente S.A. de C.V. with an investment exceeding 25 million pesos. Situated on a plot provided by the local government in Avenida El Cortez, Camino Verde, the center is designed to host 30 adolescents in two dormitories. However, due to budget constraints, only outpatient services will be available initially, leaving the responsibility of fully equipping the center to the next administration headed by Ismael Burgueño.

Mayor Montserrat Caballero Ramírez affirmed, “For now, the attention will be ambulatory. We don’t yet have the necessary resources to accommodate stays here, as certain legal regulations and more budget are required.” The upcoming administration will also be responsible for furnishing the center with beds, bunk beds, and kitchen equipment, as well as hiring an additional 19 staff members, including psychologists and certified addiction counselors.

Luz Vianey Robles Hernández, the Director of the Municipal Institute Against Addictions (IMCAD), noted, “What remains is to complete the staffing and part of the furniture; we have the outpatient services ready but need the residential aspect.” According to data from IMCAD, between 2021 and 2024, 338 adolescent patients received help for active alcohol, marijuana, tobacco, or other drug use, with alcohol, marijuana, and tobacco being the most common.
