### Burgueño Fulfills Leyzaola’s Designation; Confirms Inclusion of Guerrero and Morales

In a significant move, Tijuana’s Mayor-Elect Ismael Burgueño Ruiz has officially announced the inclusion of key personnel in his administration. Notably, he reaffirmed that retired military officer Julián Leyzaola Pérez would assume the role of Secretary of Citizen Security and Protection. This decision was initially disclosed on April 22, during Burgueño’s electoral campaign.

On September 26, Burgueño formalized Leyzaola’s appointment and confirmed that Arnulfo Guerrero León would serve as Secretary of Government, while Érik “Terrible” Morales would take on the role of Secretary of Welfare. Both Guerrero León and Morales have been previously linked to these positions through various media reports.

During Marina del Pilar Ávila Olmeda’s current state administration, Guerrero León has acted as a liaison with the State Congress and previously served as a councilor in the XXII and XXIII Town Councils representing the National Action Party (PAN). Meanwhile, Morales Elvira sought the Morena candidacy for Tijuana’s mayor in the 2023-2024 electoral cycle and stepped down as Director of the Baja California Institute of Sports and Physical Culture on November 28.

Pedro Romero Torres Torija, who has coordinated the transition team, will be appointed as the Chief of Advisors in Burgueño’s administration. José Luis Villasana Beltrán, former president of the National Chamber of the Electronics, Telecommunications, and Technology Industry in the Northwest and campaign manager for Burgueño, will become the Head of the Mayor’s Office.

Additional appointments include Pedro Montejo as Secretary of Economic Development and Víctor Ramos as Treasurer. Virginia Vargas and Pilar Vázquez will lead the departments of Urban and Environmental Development and Mobility, respectively.

María del Pilar Vázquez Hernández has previously coordinated Morena’s federal district 4 campaign and served as Secretary of Welfare from 2018 to 2021. She will now take on the role of Secretary of Territorial, Urban, and Environmental Development.

Leticia Vidrio will head the Department of Education, while Paola Leyva Izaguirre will become the Director of the Integral Family Development System (DIF). Leyva has held various roles, including Public Relations delegate for Baja California’s Coast Zone and General Director of Government in Tijuana’s municipal administration.

In other appointments, Alondra Vargas and Araceli Márquez have been named directors of the Youth and Women’s Municipal Institutes, respectively, with Belinda Rodríguez taking the position of Civil Registry Officer 01. Márquez has a background in legal assistance and currently works in the legal department of a public notary.

A Solemn Session of the City Council will be held on September 30 to formally inaugurate Burgueño, the syndic, and new councilors. The XXV Town Council of Tijuana will officially commence duties on October 1.
