Tijuana Mayor Appoints Governor’s Spouse

### Burgueño Assigns “Honorary Role” to Governor’s Spouse in Tijuana Municipal Government

On his first day at the helm of the XXV Ayuntamiento in Tijuana, Ismael Burgueño Ruiz appointed Carlos Torres Torres, husband of Governor Marina del Pilar Ávila Olmeda, as coordinator of Strategic Projects. Torres will serve in this capacity in an “honorific role.”

Mayor Burgueño Rupert, representing the Morena-PVEM-Fuerza por México coalition, noted that Torres, a former member of the PAN party and the current state’s coordinator for Regeneration of Public Spaces Projects, proposed not to receive any financial compensation for his new role.

Regarding Torres, who previously ran for mayor in 2010 with the PAN party, Burgueño stated that his participation in the XXV Ayuntamiento tasks would enhance the various projects promised during the mayoral campaign.

“Improving Tijuana is a responsibility for all of us, and in the coming days, we will unveil the first strategic projects we plan to advance,” he emphasized.

On July 5, 2022, the state government introduced Carlos Torres as the coordinator of Regeneration of Public Spaces Projects. Previously, on August 10, 2019, Torres, along with several others, was expelled from the PAN party. They were accused of approving a decree during the XXII Baja California Legislature to extend Governor Jaime Bonilla Valdez’s term from two to five years. Bonilla won the governorship under the Morena-Encuentro Social and Partido del Trabajo coalition.

On March 20, 2019, Torres had already requested to leave the PAN party. Prior to his voluntary departure, PAN’s state leader, José Luis Ovando Patrón, claimed that Jaime Bonilla sought to “buy support” to extend his term in office.

Besides appointing Torres as the head of Strategic Projects Coordination, Burgueño Ruiz also initiated a refurbishment effort on Casa Blanca Boulevard as part of the new municipal administration’s initial activities. He also conducted the first roll call of police officers and firefighters at the Headquarters of the Secretariat of Public Security and Citizen Protection.

Claudia Sheinbaum recently outlined 100 commitments, including rejecting re-election, endorsing a mandate revocation, and the establishment of Wellness Pharmacies. The Catholic Church has called for dialogue with Sheinbaum, while the “pink wave” demands governance for all citizens. PAN Deputy has urged Ismael Burgueño to govern for all Tijuana residents. Meanwhile, in San Lázaro, the governor of Sinaloa declared, “I will not resign, I have Sheinbaum’s support.” The Ensenada City Council recently approved new public positions and postponed the election of the Municipal Treasurer.
