The reform, however, was met with opposition from two local councilors who voted against the changes to the Municipal Public Administration Regulation. Also discussed in the council meeting was a reform to the Traffic and Vehicle Control Regulation, and a proposal for the municipality to donate necessary properties for a state-led infrastructure project in Tijuana.
