### Urgent Review Needed for Fire Hydrants in Tijuana: CESPT

Tijuana – A comprehensive review of all fire hydrants in Tijuana is needed to ensure their proper functionality, according to Jesús García Castro, head of the State Commission of Public Services of Tijuana (CESPT). García Castro noted that while the city government is responsible for the hydrants, CESPT is only in charge of water supply.

Most of the hydrants, however, are in a dilapidated state. García Castro mentioned, “We have a department dedicated to inspecting hydrants. We can assess CESPT’s installations up to a point, but if a hydrant isn’t working, it’s the municipality’s duty to check it.”

Juan Enrique Bautista Corona, chief of the Department of Urban and Environmental Development (SDTUA), highlighted that the regulations surrounding the operational status of hydrants are unclear. “Multiple agencies are involved. These hydrants are funded by the state water agency, and the Major’s Office also intervenes. The regulation doesn’t clearly state whose responsibility it is to ensure they are functioning,” said Bautista Corona.

In April, Rafael Carrillo Venegas, head of the Municipal Fire Department, pointed out that 80% of hydrants in Tijuana either need replacement or rehabilitation.
