### Outgoing Municipal Government Ensures Solvency for Union Payments

The outgoing municipal government of Tijuana has allocated sufficient resources to ensure that union payments to bureaucrats are made in a timely manner, according to Marcelo de Jesús Machain Servín, the Chief Administrative Officer of Tijuana’s City Council.

“We have been very clear on this issue. We are leaving enough budgetary capacity, and there will be no outstanding debts. I have already discussed this with the union. In our final meeting of the Commission on Hierarchy, we guaranteed benefits are covered through December,” Machain Servín affirmed.

With just 11 days left until the end of the current administration, the transition process in Tijuana is reported to be 80% complete. Machain Servín noted that, due to recent amendments to the Law of Delivery and Reception of Public Affairs and Resources for the State of Baja California, no new employees may be made permanent within 90 days prior to the change in administration.

“There will be no speculation of this kind. There can be no new appointments. Even positions created due to retirement need to be addressed by the incoming administration,” he added.

The Chief Administrative Officer also mentioned that approximately 80 municipal employees are expected to resign at the end of the current administration, particularly those in middle and senior management roles.

“At present, resignations will be formally submitted by directors and secretaries. Some personnel may have already been invited to join the incoming administration, but this is a minimal number,” Machain Servín said.

No resignations have been submitted as of now, but any future resignations will be dated September 30, the last day of the current administration’s activities. The new administration, led by Ismael Burgueño Ruíz, will commence on October 1.
