**Tijuana’s Support for Victims of Gender Violence: A New Beginning**
The XXV Government of Tijuana, through the Family Integral Development System (DIF Tijuana), has reignited hope for families suffering from violence by reopening the Refugio para Mujeres, Hijas e Hijos Víctimas de Violencia. This refuge, restored with federal support from the Social Infrastructure Contributions Fund, aims to provide free, temporary assistance to families affected by violence while engaging them in programs designed to improve their life conditions.
The facility can accommodate up to 80 people, primarily supporting 18 mothers each accompanied by two to three children. Families can stay for a period not exceeding six months, ensuring they receive the necessary support to rebuild their lives in a safe and respectful environment.
The reopening event was attended by prominent female leaders, including Magdalena Bautista Ramírez from the Women’s Justice Center (CEJUM), Araceli Márquez Peña from IMMUJER, Edith Gallardo Bojórquez, a state prosecutor specializing in domestic violence, and Officer Rocío Cabrera. These key figures emphasized the significance of such collaborative efforts to safeguard women’s and children’s well-being.
Paola Leyva Izaguirre, the director of DIF Tijuana, expressed that reviving this refuge reflects the unwavering commitment to aiding women and families facing violence. This achievement, supported by municipal and federal organizations, provides a new lifeline for victims of violence in Tijuana.
Magdalena Bautista Ramírez emphasized the justice system’s role in saving lives and preventing gender-based crimes. “This community refuge symbolizes not just a place of safety but a crucial first step in the emotional and social recovery for those impacted by violence. Having such a space is essential to ensure that no woman or child faces danger or uncertainty alone,” she added.
The admission process for women into the refuge will be managed collaboratively by state and municipal units, the Women’s Justice Center (CEJUM), and DIF Tijuana. This cooperative approach will enable efficient identification and support of victims, ensuring they receive legal assistance in a secure and confidential setting.
Director Paola Leyva Izaguirre calls on those willing to help by donating furniture, clothing for women and children, children’s toys, cosmetics, educational materials, and other gently used items. Those wishing to contribute can contact 6088200, extensions 8018 and 8019, for further details.

Notably, besides Tijuana’s recent reopening of its refuge, other cities have expanded their support networks through legal aid, counseling, and aid centers specifically catered to domestic violence survivors.
Cities across Mexico aim to integrate technological advancements in handling domestic violence cases, with some initiatives exploring the use of digital platforms to streamline reporting processes and enhance resource accessibility for victims. This approach is anticipated to break barriers of silence, encouraging more victims to come forward.
Furthermore, awareness campaigns and educational programs are being spearheaded in schools and community centers to educate the public on recognizing the signs of domestic violence and understanding the available resources. Constant collaborations between government bodies, NGOs, and community organizations are crucial in fostering a collective change towards ensuring safer environments for every individual.
These efforts signify crucial steps in Mexico’s ongoing mission to combat gender-based violence, fostering a society where everyone can live free from fear and harm.
