Just weeks after assuming his role as the U.S. Consul General in Tijuana, Christopher Teal visited Baja California Sur (BCS) at the end of September. During his visit, Teal held meetings with state, municipal, and security authorities, as well as with chambers of commerce, to strengthen collaborative ties.

Teal emphasized that both Baja California Sur and Baja California have been strategically important for U.S. citizens who frequently visit these tourist destinations, which also attract significant foreign investment. “It is very important for us to support the local government and the people of Baja California Sur, ensuring sufficient energy, given the high tourism demand. This is another aspect of the economy that interests me,” Teal stated.

For investors to establish themselves in the region, factors such as the investment climate and security need to be reviewed. This initial visit is crucial for maintaining coordination and information exchange in strategic areas like renewable energy, tourism, and safety.

Teal is a career diplomat with the U.S. Department of State. Before his appointment as Consul General in Tijuana, he served as the Director of the Assignments and Professional Development Division at the State Department. Over his 25-year career, he has held various high-level positions abroad, including Consul General at the U.S. Consulate in Nogales, Mexico, and served in Peru, the Dominican Republic, and other Latin American countries. In Washington D.C., he worked at the European office and the Foreign Press Center.

According to Teal, the diplomatic relationship between Mexico and the United States has facilitated increased foreign investment in renewable energy, improved security programs, and overall, a better environment for tourism development.

### Urgent Need for Renewable Energy

Baja California Sur urgently needs sustainable energy solutions. La Paz and Los Cabos primarily depend on burning low-quality fuel oil, which is expensive, highly polluting, and insufficient. The region’s electricity generation systems are overwhelmed, leading to frequent blackouts in some areas.

New strategies for electricity generation, particularly renewable ones, are needed to ensure sustainable energy in Baja California Sur. Past investments like the Aura Solar project, which was installed during the Enrique Peña Nieto administration, were devastated by hurricanes and discontinued.

Currently, La Paz has a natural gas plant for electricity generation, a wind power plant south of the capital, and solar panel plants in Comondú and Mulegé. Teal’s visit aims to attract more investors to increase sustainable electricity generation opportunities.

### U.S. and Mexico: Shared Interests in Energy

“The potential for clean energy, or green energy as we call it, is significant. Baja California Sur has advantages in terms of wind and solar energy that other states and countries lack,” said Teal. U.S. companies are already investing in liquefied natural gas projects and other renewable energy initiatives in BCS.

The Consulate is always in discussions with U.S. companies interested in investing in Mexico. “Our goal is to attract this investment, considering the economic relationship between the U.S. and Mexico, with $1.5 million crossing the border daily. We want to see more U.S. investment in Mexico and vice versa, which can create more jobs on both sides of the border,” Teal added.

### Promoting Secure and Responsible Tourism

Hosting a foreign community involves more than just opening doors and providing tourist services. It requires several aspects to ensure a good experience that benefits the local economy. For instance, Los Cabos, one of the country’s most important destinations, has been educating service providers to improve customer service, certifications, and satisfaction levels.

Authorities must secure the golden zones to ensure tourists, especially Americans, can enjoy their visit without experiencing any disheartening incidents. The Consulate and U.S. authorities also play a role in this.

“After Cancún, I believe Los Cabos receives more tourists than any other part of the country. Many Americans visit to enjoy the beaches, natural resources, and whale watching during the season. We offer services to those in need, such as passport replacement or other assistance, through our consular agent based in Baja California Sur,” Teal highlighted.

### Ensuring U.S. Citizens’ Safety

The safety of U.S. citizens in Mexico is a top priority for the Consulate. “Besides the State Department’s website, our Consulate operates 24/7 to assist citizens in emergencies. We also have the Smart Traveler Enrollment Program (STEP), which helps us keep track of U.S. citizens in the country, especially during natural disasters,” Teal explained.

Collaboration with Mexican authorities is essential in case of incidents, crimes, or natural phenomena. “We maintain immediate response protocols with local police and have an agent consular who can communicate directly with victims and follow up on incidents,” Teal noted.

Teal aims to maintain close collaboration with state and municipal authorities in both Baja California and Baja California Sur, staying alert to prevent and respond to any incidents.
