### SAB Water Treatment Plant Progresses to 60% Completion

With just two months left until the completion deadline, the rehabilitation work on the Punta Bandera treatment plant in San Antonio de los Buenos (SAB) has reached 60% progress. Jesús García Castro, Director of the State Commission of Public Services of Tijuana (CESPT), expressed confidence that the plant will be ready for inauguration in September, with plans for a ceremony to be attended by the President of the Republic.

The rehabilitation project, managed by the National Defense Ministry (Sedena), commenced on January 13th with the laying of the first stone in a ceremony attended by both Mexican and U.S. officials. The plant is expected to treat 800 liters of wastewater per second, addressing nearly 25% of Tijuana’s daily wastewater output.

Despite the significant progress, the project has faced challenges since its initiation. The Punta Bandera plant, which has been failing since 2018, currently releases over 1,200 liters per second of untreated wastewater into the ocean. This has prompted monthly meetings between CESPT and the U.S. International Boundary and Water Commission (CILA) to discuss updates on Sedena’s work on the SAB plant and other projects under Minute 328.

Secondary projects include the rehabilitation of various collectors and treatment plants in the region, such as PBCILA, PB1, Colector Oriental, Colector Internacional, Colector Insurgentes, and the wastewater treatment facilities at La Morita and Arturo Herrera. According to CILA’s U.S. portal, the SAB plant is still under construction with no final completion date set.

An integral part of the project involves laying 19,685 feet of pipeline for the Open Channel from PB1 to SAB, designed to prevent untreated wastewater from reaching the coast by channeling it to SAB for treatment.

Further developments on the water treatment initiatives in Tijuana indicate that the SAB plant is not the only major project in the pipeline. Fernando Aguado Ríos, in charge of the project on behalf of Sedena, confirmed that the SAB rehabilitation would be completed by September 30th, facilitating the initiation of trial operations in October.
