**Rosarito Introduces Amendment for Property Acquisition Tax Reform**
The municipal president of Playas de Rosarito, Rocío Adame Muñoz, has presented an amendment to reform the collection of the Property Acquisition Tax (ISAI) in the 2025 Revenue Law. This initiative will replace the current flat rate of 2% with a progressive and differentiated scale based on the property’s value, reflecting the buyer’s tax capacity.
The proposed tax bracket includes a 1.5% rate for properties valued between 500,000 and one million pesos. For those priced from one million to 1.6 million pesos, the rate stands at 2%. A property costing between 1.6 million and 2.6 million pesos will incur a 3% tax, while the threshold of 3.8 million to 5.2 million pesos results in a 4% rate. Properties valued over 6.8 million pesos will be taxed at 5%.
Additionally, Adame Muñoz proposes a “shared responsibility” policy for public notaries to ensure the ISAI reaches public funds. It has been noted that there have been instances where notaries retain these funds for significant periods. Under the new proposal, transactions must be reported to the municipality within 15 days to ensure timely tax collection.
The amendment includes progressive bracket limits, a fixed fee, and a marginal rate, providing greater legal certainty. Adame Muñoz acknowledged the city’s revenue collection challenges and emphasized the need for responsible fiscal management.
Yohana Sarahi Hinojosa Gilvaja, a member of the Labor Party, praised the proposal for adhering to social policies aimed at not overburdening citizens with taxes. She also highlighted ongoing efforts to ensure that casinos pay fair fees for permits and commercial police services, addressing historical non-compliance issues.
