### No Quotas for Police Officers in Rosarito: Héctor Manzo

**Newly Appointed Security Chief Pledges to Combat Corruption**

In a significant announcement, Héctor Manzo Ruvalcaba, the newly designated Secretary of Citizen Security for Playas de Rosarito, declared that higher-ups would not be allowed to demand quotas from the police officers. This measure aims to prevent any form of extortion from being passed onto the citizens. Manzo Ruvalcaba’s appointment was unanimously approved by the City Council of Rosarito.

During the initial days of his tenure, Manzo Ruvalcaba plans to review the conditions and performance of the police force. He intends to implement a reengineering strategy that would include offering social security and career development services to the officers, as part of a broader effort to “shut the doors to corruption.”

The new security chief, who previously served as an investigative agent for the State General Prosecutor’s Office, also emphasized that it would be “unjust” to dismiss officers lacking formal police education or academy training. Instead, he advocates providing these officers with opportunities to undertake essential courses and skills training.

Regarding the selection of a new police commander, Manzo Ruvalcaba mentioned that profiles are still under review, and it is possible that a member of the current force could be appointed.

In an extraordinary session held on October 1, 2024, the City Council of Rosarito unanimously approved Mayor María del Rocío Adame Muñoz’s nomination of Manzo Ruvalcaba. Movement members Joanna Garay Machado and Alan Isaí Bautista Plascencia expressed their support as a “vote of confidence” for the new administration.

Bautista Plascencia also acknowledged the mayor for presenting the new Secretary of Security’s curriculum, urging the City Council to adhere to regulations, referencing irregular amendments made to the Internal Regulations of the City Council during the previous administration.

Garay Machado highlighted that on October 1, 2021, Articles 54 and 69, and Section 12 were modified while Article 60 of the Internal Regulations of Playas de Rosarito was repealed, which had previously “eliminated democracy” from the selection process for the Secretary of Citizen Security.

Luis Ricardo Martínez Cabrales from the PRI party also voted in favor, expressing trust in the new administration. “After hearing his trajectory, I am convinced,” echoed Jannett Sepúlveda Carreón from the PRI.

No opposition council members raised any objections during the session, which started around 2:00 AM, though it was scheduled to begin at the stroke of midnight.

Other appointments unanimously approved by the council include Santos de Jesús Alvarado Avena as Secretary General of Government, Daniela Lizbeth Urías Barajas as Treasurer, and Jaime Peña Bustamante as the delegate of Primo Tapia.
