**PAN Councilor in Tijuana Demands Accountability for Montserrat Caballero’s Third Report**

Sandra Magaña Ríos, a councilor from the Partido Acción Nacional (PAN), has called on Tijuana’s XXIV Town Council to schedule sessions to review the third government report of Mayor Montserrat Caballero Ramírez. During a press conference on Tuesday, August 27, 2024, Magaña emphasized the need for transparency and accountability from the city’s officials.

“Other municipalities have already started their review sessions. I believe some are even finishing. However, Tijuana’s internal political issues have prevented us from doing the same,” she remarked.

On August 23, the PAN council members, coordinated by Magaña, submitted a formal request for the secretaries of the XXIV Town Council to present their individual reports.

While Mayor Caballero delivered her Third Government Report to the council members on the 2nd and to the public on the 7th of August at an event in Parque Morelos, the lack of detailed follow-up reports from key officials has raised concerns. The report was also handed over to Luis Alberto Hernández Morales, the president of the State Electoral Council.

Magaña underlined that the heads of secretariats must be accountable not only to the council but also to the citizens to showcase the fulfillment of their commitments. She particularly highlighted the need for public security updates from Fernando Sánchez, the Secretary of Public Security. “As of August, we have had approximately 1,226 homicides, averaging 150 per month,” she cited, underscoring the severity of the crime situation in Tijuana.

She also pointed out that violence has become normalized and seemingly indifferent to the current municipal administration, with five deaths occurring daily. Christopher Domínguez Meraz, the municipal PAN leader, added that extortion has spread across various parts of the city.

Magaña Ríos hopes for a council session to set the review calendar, a responsibility lying with José Refugio Cañada, the new Secretary of Government. She pointed out the repeated abstentions by a group of council members, which have previously hindered such sessions.

“This new Secretary of Government has the task of fostering internal politics that are much needed,” noted Magaña. She highlighted that PAN council members have always participated in all council sessions, whether ordinary or extraordinary.

The XXIV Town Council of Tijuana will conclude its term on September 30, 2024, giving way to Ismael Burgueño Ruiz, also from Morena, who will take over as mayor. Magaña Ríos, who will serve in the XXV Town Council and is also a contender for the PAN state leadership later this year, revealed that two more council sessions are pending.
