Ismael Burgueño Ruiz, the newly elected mayor, has introduced his team for the 25th City Council of Tijuana, just four days before officially beginning his term. Key appointments include Arnulfo Guerrero, a former member of the National Action Party (PAN), as Secretary of Government, and Pedro Montejo Peterson, former president of the National Council of the Maquiladora Industry (Index) in the coastal zone, as head of the Secretariat of Economic Development of Tijuana (Sedeti).

Victor Ramos, once an administrative subdirector at the System for the Integral Development of the Family (SDIF), will serve as Treasurer. Virginia Vargas, formerly in charge of the office of the Institute of Physical Educational Infrastructure of Baja California in Ensenada, has been appointed to lead the Secretariat of Urban and Environmental Territorial Development (SDTUA).

José Luis Villasana, who previously chaired the National Chamber of the Electronics, Telecommunications, and Information Technologies Industry (Canieti) in the northwest, will be Acting Mayor. Erik “El Terrible” Morales, a former official who once sought the mayoral candidacy in Tijuana, will head the Secretariat of Welfare, while María del Pilar Vázquez will be the Secretary of Mobility (Semov).

Notably absent from the announcement was Lieutenant Colonel Julián Leyzaola, who was expected to be named head of the Municipal Secretariat of Public Safety and Citizen Protection (SSPCM). Burgueño clarified that the appointment would be made based on a proposal to be voted on by the council.

Burgueño’s administration aims to maintain financial solvency to handle payments to the union, a matter emphasized by the outgoing municipal government. The new administration will also focus on developing and finalizing various projects and initiatives.
