The First Collegiate Court in criminal matters, based in Mexico City, has unanimously denied former Attorney General Jesús Murillo Karam’s appeal for conditional freedom, which means he will remain under house arrest at his residence in Lomas de Chapultepec. Murillo Karam is being accused by the Federal Prosecutor’s Office of allegedly engaging in acts of torture against Felipe Rodríguez Salgado, also known as “El Cepillo,” who is identified as a hitman for the Guerreros Unidos cartel, a group involved in the disappearance of 43 students from Ayotzinapa during the administration of Enrique Peña Nieto.
The decision, issued on November 14th by magistrates Francisco Javier Sarabia, Juan José Olvera López, and Horacio Hernández Orozco, emphasized Murillo Karam’s access to resources that could enable him to evade justice, despite his cardiovascular and pulmonary illnesses. The resolution upheld an earlier ruling from February by District Judge Rubén Darío Noguera Gregoire, which denied Murillo Karam’s request to face his trial under conditional freedom.
Arrested in 2022, Murillo Karam was initially taken to Tepepan Prison but later moved to the Medical Tower due to his health issues. In April 2024, his defense secured a change in his confinement to house arrest.
