Murillo Karam Denied Legal Protection; To Remain Under House Arrest
In a unanimous decision, the First Collegiate Court in Criminal Matters, based in Mexico City, has denied former Attorney General Jesús Murillo Karam the benefit of parole. Murillo Karam will therefore remain under house arrest at his residence in Lomas de Chapultepec.
Murillo Karam faces allegations from the General Prosecutor’s Office for allegedly committing acts of torture against Felipe Rodríguez Salgado, known as “El Cepillo.” Salgado is identified as a hitman for the Guerreros Unidos cartel, a group implicated in the disappearance of 43 students from Ayotzinapa during Enrique Peña Nieto’s presidency.
On November 14, judges Francisco Javier Sarabia, Juan José Olvera López, and Horacio Hernández Orozco determined that Murillo Karam, despite suffering from cardiovascular and pulmonary diseases, has the means and resources to evade justice, which influenced their decision to deny him conditional release.
This ruling confirms the earlier decision by Rubén Darío Noguera Gregoire, the Eighth District Amparo Judge in Criminal Matters, who in February denied Murillo Karam the right to conduct his trial in freedom.
In 2022, Murillo Karam, known for the “historical truth” theory related to the Ayotzinapa case, was detained and sent to the Tepepan prison. Due to health issues, he was later moved to the Medical Tower. In April 2024, his defense team successfully petitioned for his transfer to house arrest.
