**Sinaloa Prosecutors Mismanage Crime Scene of Cuén; Large Hematoma Found on Victim’s Head: FGR**
**By: TJGringo Staff**
The Federal Attorney General’s Office (FGR) has revealed criticisms of the Sinaloa State Prosecutor’s Office (FGE) regarding their handling of the murder of Héctor Melesio Cuén Ojeda, a notable Sinaloan Party (PAS) leader, federal deputy-elect, and former rector of the Autonomous University of Sinaloa (UAS). The incident took place on July 25, 2024, in Culiacán de Rosales.
According to FGR’s August 15, 2024, statement, the local investigation had significant shortcomings. The FGR’s forensic analysts and experts pointed out several discrepancies and failures:
1. The autopsy did not correctly record immediate cadaveric signs, body temperature, or other vital post-mortem details.
2. A substantial hematoma was noted on the victim’s head.
3. The body had four gunshot wounds in the legs.
4. Surveillance footage with audio from the gasoline station captured only one shot.
5. Witnesses, including three gas station employees, did not hear gunshots.
6. The identities of the individuals in the suspect’s vehicle remained unclear.
Additionally, the FGR found that:
– The sequence of events was not clearly established.
– The crime scene and the victim’s vehicle were not properly examined.
– There were human bloodstains in the truck bed that were neither tested nor documented.
– The body preservation guidelines were not followed, leading to its incineration, which contradicts standard homicide investigation practices.
This mishandling of the case has raised concerns over procedural integrity and the preservation of crucial forensic evidence.
**Further Developments: El Mayo’s Claims About Cuén’s Murder**
On August 10, 2024, Ismael Mario Zambada García, alias “El Mayo,” a reputed Sinaloa cartel leader, disclosed that Joaquín Guzmán López, also known as “El Güero Moreno” and a son of the infamous Joaquín “El Chapo” Guzmán, was responsible for his abduction during a planned meeting with Sinaloa Governor Rubén Rocha Moya and Cuén Ojeda in Culiacán de Rosales.
“El Mayo,” through a letter managed by his lawyer Frank Pérez, insisted that he did not surrender to U.S. authorities willingly and had no agreements with them. He recounted being lured to a gathering aimed at resolving political differences within the state. The supposed meet took place at Huertos del Pedregal, a ranch outside Culiacán, where he was ambushed by armed men wearing military attire.
According to El Mayo, Cuén Ojeda was also present and was killed when their vehicles were ambushed on Mexico’s International Highway 15 around 10 p.m. Cuén was reportedly transported to a private clinic where he succumbed to his injuries at 68 years old. El Mayo contradicts the official version from Sinaloa authorities, who claimed Cuén was shot during a carjacking attempt at a gas station.
He lamented Cuén’s death and the subsequent disappearance of his security aides, José Rosario Heras López and Rodolfo Chaidez, expressing deep sorrow over these events.
