Raymundo Pedro Morales Ángeles was born on July 4, 1966, in San Ildefonso, Sola de Vega, Oaxaca. He entered the Mexican Navy as a Cadet in the Heroic Naval Military School in August 1983 and graduated as a Midshipman in 1987. Morales also holds a degree in Naval Sciences, achieving honors.

His academic pursuits include Master’s degrees in National Security and Naval Administration, as well as diplomas in State Staff, Naval Command, and Naval Communications. He also completed courses in Policy and Defense Strategies at the Hemispheric Defense Center, USA.

Morales has served in notable positions, including Commander of the Ninth Naval Zone, Director of the Naval Higher Studies Center, and as an adjunct Naval Attaché to the Mexican Embassy in the USA.
