### CNHJ Orders Removal of Montserrat Caballero from Morena

The National Commission of Honor and Justice (CNHJ) of Morena has ordered the removal of Tijuana’s Mayor, Montserrat Caballero Ramírez, from the party’s “true change activists’ registry” following an analysis by the commission members.
On Thursday, September 5th, CNHJ issued a ruling on file CNHJ-BC-881/2024, submitted by Francisco Javier Tenorio Andujar, a congressional official and Morena representative. Tenorio presented evidence against Caballero Ramírez, claiming she violated Morena’s statutes by supporting PAN candidate Maricarmen Flores instead of her party colleague, Ismael Burgueño Ruiz, in the 2024 elections.
According to the document, the mayor defended herself by stating that the accusations were based on AI-edited recordings, calling the allegations frivolous. As an August 2nd reconciliation hearing failed and no additional evidence was presented by Caballero, her sole defense was the confessional evidence she submitted.
Tenorio Andujar submitted a notarized act validating the recording, wherein Caballero Ramírez is heard expressing support for Flores. The recording was deemed credible by the CNHJ members, Donaji Alba Arroyo Ema Eloisa Vivanco Esquide, Vladímir Ríos García, and Alejandro Viedma Velázquez, who concluded that Caballero violated Morena’s principles, particularly supporting a non-party candidate and disrupting party unity.
The ruling mandates the definitive cancellation of Caballero’s membership in the “National Registry of True Change Protagonists of Morena” and further prohibits her from running for any elective office under Morena, even as an external candidate. Caballero Ramírez can appeal the decision to higher authorities within the party if she wishes to remain a member.
