### Inquiry into José Alberto Ramos’ Death Declared a Manslaughter Investigation
Baja California’s Attorney General’s Office (FGE) has initiated a manslaughter investigation into the death of engineer José Alberto Ramos Castillo. Ramos passed away on Thursday, July 25, at the International El Cubo Gallery within the Tijuana Cultural Center (CECUT), managed by Vianka Robles Santana for the 2018-2024 term.
The Tijuana Zone State Investigations Agency, under FGE, reported receiving a notice of a male individual who fell from the second floor at CECUT at approximately 5:20 PM on July 25. Upon arrival, state investigators collected scene data from the crime lab:
“A CECUT IT department employee, along with his 50-year-old colleague, was adjusting internet antennas on the building’s third floor. They used a ladder to gain some height. The deceased climbed onto the first rung, leaned on the railing, and then fell to the first floor.”
The third-floor reference pertains to the three levels of the El Cubo Gallery, where the staff was preparing internet connectivity for the scheduled Tijuana Triennial inauguration on July 26, which was subsequently canceled.
Upon the incident, José Alberto Ramos’ co-worker promptly sought help and contacted emergencies. Civil Protection personnel and Fire Department staff arrived but ultimately declared Ramos dead.
CECUT staff, speaking anonymously, criticized their management for potential negligence, citing Ramos’ limited mobility due to Guillain-Barré Syndrome—a condition resulting in balance issues, for which he used a cane. Many expressed that Ramos, having served two decades as the IT Manager, was in no condition to be on a ladder.
The Forensic Medical Service (Semefo) confirmed the cause of death as “polytrauma.”
CECUT expressed condolences on social media:
“With profound sorrow, Tijuana Cultural Center mourns the passing of a beloved colleague and friend, founder of the IT Department for two decades. Our deepest sympathies to his family, to whom we offer our complete support. His dedication and silent efficiency in serving the artistic community will always be remembered. Rest in peace, dear friend.”
On July 30, FGE reiterated their standard procedure: “Whenever an event of this nature occurs, a manslaughter investigation begins. The investigation remains open.”
