**Maclovio Rojas Residents Lift Tijuana and CDMX Blockades After Two-Day Protest**
For two consecutive days, from December 3rd to 4th, the residents of the Maclovio Rojas community, located in Tijuana, Baja California, enacted blockades on both the Tijuana-Tecate highway and Eje Central near Bellas Artes in Mexico City. These blockades were part of a protest for the regularization of their land. After negotiations with federal officials, the blockades were lifted following assurances that 400 land titles would be granted by December 20th.
In a statement, the Maclovio Rojas community revealed that after a meeting with the Secretariat of Government, they agreed to proceed with the land regularization plan. Additionally, they expect a potential meeting with Mexico City’s Mayor, Claudia Sheinbaum, to address their concerns further.
### Key Agreements:
1. A formal working group including the Union of Maclovio Rojas Residents, the Government of Mexico, and the Baja California State Government has been reinstated to collaboratively address their issues.
2. Establishment of a social and historical claims committee to discuss land ownership concerns and previous governmental violations against the residents.
3. An inquiry at the Federal Prosecutor’s Office to investigate potential federal corruption concerning land regularization.
4. Another inquiry will be conducted at the State Prosecutor’s Office for possible state-level corruption.
5. A technical committee will be set up, involving all departments related to the land regularization process, ensuring each phase’s transparency.
6. Continuation of the regularization process started in May, with plans to distribute the first 400 titles in accordance to the established program.
7. A follow-up meeting is planned for January 14, 2024, with date and location to be determined.
8. All parties have committed to addressing any grievances through this working group and the appropriate institutional channels, prioritizing respect, transparency, and inclusive dialogue.
Despite the agreements, the Maclovio Rojas group highlighted incidents of police violence during their protest at the National Palace on December 5th, when a female protester was allegedly assaulted by police officers. This incident has been reported to the Federal Prosecutor’s Office and the National Human Rights Commission.
In response, the community decided to temporarily lift the blockades for their safety but emphasized that their struggle would continue until all their land rights are secured.
### Historical Context:
The Maclovio Rojas residents have been seeking land title regularization for more than 30 years, dating back to alleged fraud by the Commission for the Regularization of Land Tenure (now INDIVI) that sold ejido lands that were already claimed by Ejido Francisco Villa. Despite paying for their land rights, the process was never completed, leading to repeated protests and blockades, including those in April, May, and October of 2024, as means of pressuring the authorities to fulfill their promises.
