## Construction Project Halted in Los Olivos Following Neighbor Complaints

Following numerous complaints from residents on Aries Street in the Los Olivos neighborhood of Tijuana, the Urban Administration Directorate has suspended the construction of a condominium project. The residents have expressed concerns about these developments since 2022.

Lizeth Verduzco, president of the neighborhood committee, stated that the construction has caused significant issues with the plumbing in nearby homes, and the excavated earth has been falling directly onto residences, causing damage.

“The adjacent project was already shut down previously due to the lack of permits and was managed by the same engineer,” Verduzco remarked.

According to a study commissioned by the neighborhood and carried out by SICAP Constructions and Projects, the area has been identified as a medium-risk zone due to natural factors and a high-risk zone due to man-made factors. This study was submitted on March 17.

Outside the suspended construction site, a sign identifies Yesenia Ramos Díaz as the owner and Engineer Héctor Rafael Morales Grajeda as the responsible expert. The land is divided into six plots with the following construction licenses: LM2023A131 LT 24, LM2023A120 LT 25, LM2023A121 LT 26, LM2023A122 LT 27, LM2023A123 LT 28, LM2023A124 LT 29, all stamped by the Tijuana City Hall on February 16 of this year.

Jesús Cruz, the owner’s attorney, stated that the area was undergoing the construction of retaining walls to fix issues after a previous landslide, with plans to lay a firm foundation for the condominium buildings. Furthermore, Cruz emphasized that they have filed a criminal complaint against two adjacent condominium projects for encroachment, which they claim are infringing on their property. Notably, this complaint is also being contested by the neighbors.

Ricardo Guereña Castro, the Director of Urban Administration, clarified that the project obtained the necessary licenses through applications submitted to the La Mesa delegation, overseen by Delegate Juan José Rangel Trujillo.

In response to the neighbors’ grievances, the project has been halted and monitored. Any further unauthorized work will result in a second suspension and a fine. To resume the project, additional studies and a project plan, signed off by an expert, must be submitted to ensure compliance and proper execution.

One of the main issues noted was the large amount of excavated earth placed next to the nearest house, which caused the home’s retaining wall to collapse under the weight of the displaced soil. The adjacent project was suspended in 2022 due to missing permits but has since resumed under the same engineer.
