According to the Royal Spanish Academy in 2024, opportunity is defined as a “moment or circumstance suitable or favorable for something”, and it has synonyms such as occasion, convenience, and chance.
Recently, a significant legislative moment arose when the majority of federal deputies in Mexico endorsed an initiative aimed at enhancing protection for animals, a group often vulnerable and exposed to adverse conditions. This proposal was initially presented by former President Andrés Manuel López Obrador on February 5th, and it seeks to amend the country’s Constitution to include robust animal welfare measures.
Among the 18 proposed amendments, the one dedicated to animal protection stands out as particularly compelling. The proposal includes reforming Articles 3, 4, and 73 of the Constitution to ensure educational programs incorporate animal protection perspectives, prohibit animal mistreatment, and mandate the state to ensure animals’ conservation and welfare. While there was broad parliamentary support for preventing the use of animals in entertainment and sports and acknowledging their familial roles, the only accepted proposal was from Deputy Martha Olivia García Vidaña. Her amendment to Article 73 aims to give Congress the authority to legislate further in the area of animal welfare.
