The president of the Baja California Congressional Board, Dunnia Montserrat Murillo López, announced that an audit of the Institute of Security and Social Services for Government Workers and Municipalities of the State (Issstecali) began on November 4th. The preliminary findings are anticipated to come out in the next two months.

“This is undoubtedly going to be a slow process, which is reassuring because a rapid process would be of greater concern. We’re working diligently, and I expect the initial results within two months, which will help us understand what’s happening internally,” the legislator from the political party Morena explained.

Guillermo Aldrete Casarín, the secretary general of the Bureaucrats’ Union in Baja California, highlighted issues with the pension age increases and pension caps in some states. He emphasized the need to audit Issstecali first, pointing out financial “leaks” within the organization.

In the context of possible legislative changes, the Secretary of Finance, Marco Moreno Mexía, previously declared the pension system to be “collapsing,” noting that worker contributions are “very limited compared to their retirement benefits,” and criticized the significant disparity between pensions and final salaries.

Murillo López expressed support for a reform of the Institute’s law. “Many who have engaged with us have made us aware that Issstecali indeed needs reform. We just want to understand the nature of this reform,” she commented on November 8th in Tijuana.

As a “teacher,” Murillo López highlighted her concerns about the Institute’s current situation, stressing the need for more funding. She said they are willing to contribute more, provided they comprehensively assess the proposed reforms.

“We are prepared to contribute more. We are not opposed to salvaging the Institute but need to ensure any reform initiative is clear and beneficial to all,” she stated. “We aim to eliminate instances of insufficient medication, a lack of medical professionals, or inadequate facilities for remote communities,” she concluded.
