### Infonavit to Build 35,000 Affordable Homes in Baja California

March 28, 2025

The National Workers’ Housing Fund Institute (Infonavit) has announced plans to construct 35,000 homes in Baja California for low-income workers earning between one and two minimum wages. This initiative was detailed by Infonavit’s director during an announcement in Tijuana.

In a move to make these housing projects feasible, the Federal Government will sign an Agreement of Facilities with municipal and state governments. This agreement, led by the president, aims to secure land donations from local administrations and the waiving of certain fees and taxes. This will help reduce housing costs by eliminating land value and associated financial expenses since Infonavit will fund construction progressively as work advances, minimizing the need for external financing from banks.

The housing units will be designed to be “dignified,” with sizes around 60 square meters, featuring two to three bedrooms, located in or around urban areas, ensuring easy access to employment centers, healthcare, commercial zones, and public transportation. Notably, 40% of the land will be allocated for recreational areas, including parks and sports fields, enhancing the living standards of future residents.

The push for this initiative comes amidst a demand from Baja California’s workforce, where approximately 500,000 eligible workers currently have limited access to affordable housing. While the exact investment amount and pricing for the homes remain undetermined, they are expected to be influenced by the higher labor costs due to the region’s proximity to the U.S. border. A forthcoming census in the state will address the challenges of abandoned and illegally occupied houses, especially prevalent in Baja California.
