### INE Invalidates Re-election of ‘Alito’ and Viggiano as Leaders of the PRI

In a public session held on September 12, 2024, the General Council of the National Electoral Institute (INE) voted by a margin of 7-3 to reject the reform of the statutes of the Institutional Revolutionary Party (PRI). This decision effectively invalidates the re-election of Rafael Alejandro “Alito” Moreno Cárdenas as president and Alma Carolina Viggiano Austria as general secretary of the PRI’s National Executive Committee (CEN) for another four years, extending their terms until 2028.

“I’m aware of the INE’s resolution regarding the legitimately approved modifications by our National Assembly. While we respect the decision, we do not agree with it, as there are criteria approved by the Superior Chamber that legitimize our internal decisions. In accordance with the law, we will take this matter to the Federal Electoral Tribunal,” stated “Alito” on social media.

The majority of INE councilors argued that they could not rule on the substance of the reforms because the PRI did not adhere to the stipulations of Article 34 of the General Law of Political Parties. The modifications to the party’s foundational documents occurred on July 7, 2024, while the 2023-2024 electoral process was still ongoing.

“The impossibility of ruling on the verification of statutory procedure compliance and the constitutional and legal validity of the presented modifications to the Statutes is declared,” indicated the agreement approved by the INE’s General Council.

However, the approved document did not specify the immediate effect nor did it order the party to redo the procedure once the electoral process was concluded.

PRI representatives at the INE’s General Council criticized the move as excessive and accused the councilors of interfering in the internal affairs of the Institutional Revolutionary Party.

### Additional Coverage: Repercussions and Reactions to INE’s Decision

Following the rejection of the PRI statute reform by the INE, political analysts and party members have weighed in on the future implications for the party’s leadership structure and internal cohesion. According to recent reports, the PRI plans to mount an appeal to the Federal Electoral Tribunal, arguing that their internal procedures were legitimate and complied with legal requirements.

Political analyst María Fernández highlighted that the INE’s decision underscores the importance of coherence in the procedures within political parties during active electoral processes. She also noted that this setback might prompt a reevaluation of internal statutes by other political parties to avoid similar situations.

Meanwhile, within the PRI, some members have expressed concerns about the potential disruption this decision could have on the party’s strategies and unity, especially as they gear up for upcoming elections. Nevertheless, others believe this will be an opportunity to introduce reforms that could strengthen democratic processes within the party.
