### INE Commission Unanimously Approves “4T” Supermajority in San Lázaro
In an extraordinary session held on August 21, 2024, the National Electoral Institute’s (INE) Commission on Prerogatives and Political Parties unanimously approved a draft agreement to compute the total votes and validate the allocation of federal deputies by proportional representation. This allocation will determine which political parties will receive the corresponding seats in the Chamber of Deputies.
The draft agreement was forwarded to the General Council of the autonomous constitutional body for a vote on August 23, 2024. If approved, the assignment of proportional representation seats will proceed according to the rules specified in the draft.
If the draft is confirmed, the legislative groups of Morena, the Labor Party (PT), and the Green Ecologist Party of Mexico (PVEM) will hold 72.8% of the seats in the Chamber of Deputies, a total of 364 legislators. This allocation aligns with the draft plan submitted on August 20, 2024, by the INE’s Directorate of Prerogatives and Political Parties to the General Council members.
The draft also adheres to the principles of certainty and definitiveness, as it employs coalition over party-specific representation to allocate proportional representation seats for the 2023-2024 federal electoral period.
This majority will enable the so-called “fourth transformation” to enact constitutional reforms, including those targeting the Federal Judiciary. The draft explicitly respects legal procedures for seat assignments based on received votes while addressing overrepresentation constraints mandated by the Constitution.
According to the draft, Morena will receive the most proportional seats, totaling 75, bringing its total seats to 236. The PVEM and PT will gain 77 and 51 seats, respectively. Meanwhile, the National Action Party (PAN) will obtain 40 proportional seats, totaling 72.
The Institutional Revolutionary Party (PRI) will end up with 35 seats, the Citizens’ Movement (MC) with 27, the Democratic Revolution Party (PRD) with one, and one independent legislator, leaving the opposition with 135 deputies.
In the Senate, the “4T” coalition will have 83 senators, falling short of a supermajority by three. Morena will have 46 seats from majority and first minority, plus 14 proportional seats. PAN will hold 22, PRI will have 16, PVEM 14, and PT 9 seats, collectively configured under majority and proportional principles.
On the same day, President Andrés Manuel López Obrador expressed concern about potential bribery attempts towards INE council members to block the draft approval. During his morning press conference, López Obrador suggested that the electoral authorities might face pressure and financial incentives to sway the decision.
He urged adherence to constitutional rules and stressed vigilance to prevent any deviation from the legal framework.
