**Administrative Adjustment Causes Payment Delays for Health Employees: IMSS Bienestar**
Payment delays for health workers in Baja California are linked to an ongoing administrative adjustment, following their transition from state to federal jurisdiction, according to Miguel Bernardo Romero Flores, the coordinator of IMSS Bienestar in the region.
Romero Flores explained that the payroll for staff previously assigned to the state’s health department, and now transferred to IMSS Bienestar, is undergoing a federal integration process that began in July. This integration has resulted in delays, but steps are being taken to normalize the payment schedules.
“We have started to regularize the situation, and the administrative bonus has been paid; homologations are also being addressed. We are in the process of adjusting payment times, and this is becoming a routine activity,” said Romero Flores.
Recently, unionized health workers in Mexicali protested due to not receiving bonuses and adjustments after their transfer to IMSS Bienestar. These payments are meant to be covered by the state government under an agreement with the federation and unions.
Romero Flores emphasized the collaborative effort needed for this financial transition, stating, “We traced the administrative route where IMSS Bienestar requests the funds from the state, which then transfers it to us to include in the bi-weekly payroll for the workers.”
He acknowledged that the Baja California government would continue to handle the payment of certain benefits, which must align with the ordinary payroll schedule. Delays were attributed to the timing of the fund requests and the management of the funds through a trust, which complicates the timely disbursement of these bonuses and compensations. However, payments have now begun.
State positions must be transferred to IMSS Bienestar, which will then take over the payroll responsibilities, Romero Flores explained. The agreement to federalize Baja California’s health services was signed in August 2023, and operations under the new coordination began in November of the same year.
