Fraud in New City Governments

New municipal administrations in Los Cabos and Comondú uncover financial mismanagement and fraud by former officials, sparking calls for increased oversight and transparency in Baja California’s governance.

**Financial Mismanagement and Fraud Uncovered in New Municipal Administrations**

Just days into their terms, new municipal administrations in Los Cabos and Comondú have been quick to highlight alleged financial mismanagement and corrupt practices by former officials. The mayor of the 18th Ayuntamiento of Comondú, Roberto Pantoja, was the first to make public accusations. He claimed that former public servants, part of Iliana Talamantes’s administration, awarded themselves financial settlements even before his administration had taken office.

The allegations primarily focus on the Organismo Operador del Sistema Agua Potable, Alcantarillado y Saneamiento (OOSAPAS), where it has been revealed that the former head, Jesúes Núñez Jordán, and three other directors allotted themselves significant financial benefits. Mayor Pantoja announced intentions to file formal complaints for the misuse of public funds with the relevant authorities.

In particular, Jesús Núñez allegedly compensated himself with a “severance payment” of 101,000 pesos, citing his completion of a year and a half of service in a city under severe financial strain. Pantoja emphasized that legal processes and audits of Iliana Talamantes’s previous administration are underway.

Meanwhile, in Los Cabos, the newly inaugurated 15th Ayuntamiento faced a financial deficit exceeding 300 million pesos, according to Municipal Treasurer Rigoberto Arce. This shortfall, attributed to the former administration led by Óscar Leggs Castro, means the new government had to manage its operations with only 700 million pesos instead of the expected 1 billion.

Current Mayor Christian Agúndez has stated a comprehensive audit is being conducted. Should irregularities be found, they will take appropriate legal actions to hold those accountable.

**Secondary Update: Broader Implications for Baja California’s Financial Governance**

As these issues emerge, the broader implications for financial governance across Baja California become apparent. Other municipalities are reportedly facing similar challenges, leading to a region-wide scrutiny of public financial management. The state government and its auditing bodies are now under pressure to implement stricter oversight to prevent such instances of financial mismanagement in the future. Community leaders are calling for greater transparency and accountability to ensure municipal funds are used appropriately and for the benefit of their citizens.
