### Significant Fines Imposed on Political Parties in Baja California
The political parties in Baja California have been penalized with fines totaling 9,024,239.28 pesos, as reported by the Instituto Nacional Electoral (INE). These sanctions, imposed between April and June of this year, were the result of annual campaign and pre-campaign report reviews conducted by the INE.
Raúl Guzmán Gómez, the executive secretary of the General Council of the Instituto Estatal Electoral de Baja California (IEEBC), clarified that these fines stem from violations identified in previous years, particularly from campaign and pre-campaign evaluations. Penalties imposed included those related to the 2019, 2020, and the 2020-2021 electoral process. The affected political parties include Acción Nacional (PAN), the Revolucionario Institucional (PRI), Movimiento Ciudadano, and Encuentro Solidario de Baja California (PES BC), as well as Morena.
According to the electoral body of Baja California, PES BC faced the highest fine of 5,501,635.50 pesos. Morena followed with 1,798,683.93 pesos in fines. Other fined parties include PAN with 781,585.80 pesos, PRI with 487,643.55 pesos, and Movimiento Ciudadano with 454,690.50 pesos in penalties.
As mandated by the Ley General de Instituciones y Procedimientos Electorales, the collected fines are allocated towards the promotion and development of science, technology, and innovation in Baja California. On this basis, the funds were formally handed over to the Consejo Estatal de Ciencia e Innovación Tecnológica de Baja California (COCIT BC) last Monday. Abraham Orozco Lazcano, the general director of COCIT BC, noted that 16,840,055.72 pesos were transferred by the Instituto Electoral de Baja California in May, corresponding to the first quarter of the year. These funds have yet to be deployed due to recent administrative changes within the state’s education secretariat.
Orozco Lazcano’s report highlighted that previous allocations have been used to procure equipment for high school students and to enhance laboratory facilities and educational programs across the state.

In addition to the fines, there are pending resolutions for ten municipal appeals related to electoral violations, according to the Tribunal de Justicia Electoral de Baja California (TJEBC). These cases primarily involve disputes over the validity of specific fines and sanctions imposed on various political parties.
Further, Baja California faces considerable financial strain, holding the third place nationally for financial stress. This economic pressure has magnified the significance of stringent fiscal protocols and the prompt allocation of approved resources, such as those designated from electoral fines.
Simultaneously, unresolved personnel and funding issues in the state’s educational and healthcare systems continue to be a major concern. The recent allocation of funds to COCIT BC exemplifies the ongoing efforts to bolster infrastructure and educational support, even as other sectors await necessary financial interventions.
