Salomón “N,” who previously served as head of the Secretariat for Water Management, Sanitation, and Protection (Seproa), has been apprehended for fleeing the scene of a car accident. This information was disclosed by Marina del Pilar Ávila Olmeda, the Governor of Baja California. Notably, Salomón “N” is also under judicial scrutiny concerning the construction of a photovoltaic plant.

Ávila Olmeda explained that the ex-Seproa head appeared for a hearing related to the photovoltaic plant but was detained due to an outstanding warrant for a traffic incident where he failed to remain at the scene. The governor indicated that the victim in the incident suffered a spinal injury.

Central Baja California Prosecutor Rafael Orozco Vargas stated that Salomón “N” did not comply with traffic regulations that mandate remaining at the scene of an accident and later missed a scheduled hearing. This led to an arrest warrant being issued.

“In any case, when a person fails to show up for a lawfully notified hearing, an arrest warrant is issued to compel their appearance,” Orozco Vargas added. He confirmed that Salomón “N” was arrested following his hearing about the photovoltaic plant in Mexicali.

Salomón “N” and five other former state officials from Jaime Bonilla Valdés’s administration face legal action due to irregularities in the contract with Next Energy to build the photovoltaic plant. The contract was annulled by mutual agreement in 2022, as the plant lacked a necessary permit from the Secretaría de Energía. The state government is currently in legal disputes with a bank over the return of funds tied to this contract, which mandated monthly payments of 123 million pesos to Next Energy.

As of Wednesday afternoon, it remained unclear whether Salomón “N” would be kept in preventive detention.

### Secondary Article: Additional Irregularities in Baja California’s Photovoltaic Plant Contract

Salomón “N,” alongside five other former officials, is also embroiled in controversy over numerous alleged abuses of power related to the photovoltaic plant project. The current administration of Baja California, led by Governor Marina del Pilar Ávila Olmeda, is pursuing further legal action against former officials tied to the project, citing substantial contractual irregularities.

The photovoltaic plant contract stipulated significant monthly payments to Next Energy, which were withheld due to the project’s lack of necessary operational permits. Both the state and Next Energy, through a mutual agreement, canceled the contract in 2022. Despite this, a legal battle ensues over large sums of money initially directed to the project, which did not meet regulatory requirements.

Continued investigations and legal actions against former officials of the Jaime Bonilla Valdés administration have led to widespread repercussions, including arrests and allegations of misconduct. Governor Ávila Olmeda has committed to ensuring transparency and accountability in handling any legal and financial disputes related to the photovoltaic plant project.
