**Primary Article: Progress on Hospital General 23 in Ensenada**
On March 29th, 2025, the President of Mexico, Claudia Sheinbaum Pardo, paid a visit to the Regional General Hospital No. 23 of the Mexican Social Security Institute (IMSS) located in Ensenada. This specialized medical facility is set to feature 216 beds, aiming to expand healthcare services for insured residents in the region.
Accompanied by the Governor of Baja California, Marina del Pilar Ávila Olmeda, Sheinbaum emphasized that this hospital marks the first of its kind to be built in over 60 years in the city. The President underscored that the debut of this facility would enhance healthcare services with modern amenities, providing quality care for thousands of families in Ensenada.
### Citizen Protests Raise Local Concerns
Although the President’s visit was private, with no media access, local citizens took the opportunity to voice their concerns about healthcare, public works, and the recovery of community spaces.
In particular, residents from the Ampliación Moderna neighborhood protested against an attempt by a construction company, identified as El Vigía, to legally claim community green spaces. The protesters submitted a letter to President Sheinbaum, explaining their fight to preserve the park has led to legal charges against them. “We demand our park back and the permanent dismissal of the investigation file NUC 01-2023-15347, as there is no evidence against us. As residents, we are being unfairly targeted as criminals for defending our community space,” the demonstrators asserted.
Post-supervision of the hospital and interactions with community members, Sheinbaum and Ávila Olmeda proceeded with their itinerary in Baja California, heading to Playas de Rosarito under tight security measures.
