The banner contained threats against two individuals: Raúl Edgardo Millán and Armando Reyes Arredondo. “This goes out to you, thief scammer Raúl Edgardo Millán. Return the money or the weapons you promised, or you and the rat ministerial punished from San Quintín Armando Reyes will face consequences. Regards, La Maña.”
